Founded in 1990 by industry pioneers, Sherry Chenell and Kris Hallock, co-owners and executive managers, Innovative Care Management has over 20 years of experience in providing the highest quality service in the Medical Management community. Ranked "Best in Class" by an international consulting firm, we are a URAC accredited healthcare management company specializing in working with self-insured employers, Taft Hartley trusts, and various Tribal entities.  Our current client base is nationwide and our technology easily allows us to partner with TPAs throughout the United States. Our Team

ICM was founded twenty years ago on the basic principles of promoting patient advocacy and quality care in the self-funded arena.  Each and every one of our employees (both clinical and administrative) is committed to promoting optimal care for the various populations we oversee.  To a person, we have gravitated to a company that has always, and will always, stay true to its core value of never compromising members’ care.  We are a company comprised of individuals who keep our promises to members, clients and business partners alike.

Innovative Care Management’s operating team is the strength of our company. Management Team

Sherry Chenell, RN, MSN, PMHNP, MBA, CCM - A co-founder of Innovative Care Management with Kristine Hallock, Sherry Chenell is the Board Chairperson of the company. She is responsible for ensuring that the company has a healthy financial base for operation, and controlling expansion of the company. Additionally, she oversees all departments and assures high-quality, cost-efficient medical solutions for enrollees requiring treatment. Ms. Chenell has an extensive background in nursing, practicing in surgical, recovery and intensive care units for 12 years. She ran a private practice as a psychotherapist for 5 years, and worked as a psychiatric nurse practitioner at OHSU's ER department for 3 years prior to founding ICM. She received her Bachelor of Science in Nursing from Seattle Pacific University, and two Master of Science in Nursing degrees from OHSU. She holds national and state certifications as a Psychiatric Mental Health Nurse Practitioner (PMHNP), as well as certification as a Clinical Nurse Specialist and Certified Case Manager. In 1997, she received her Masters of Business Administration from the University of Oregon.

Kristine Hallock, RN, BSN, CCM - Kristine Hallock is the President of Innovative Care Management, and co-founded the company with Sherry Chenell. Her current responsibilities with the company include overseeing all departments and assuring high-quality, cost-efficient medical solutions for enrollees requiring treatment, developing policies and procedures, heading quality improvement measures, and mentoring new nursing staff. Additionally, Ms. Hallock maintains client relations, and oversees the marketing and sales ventures of the company. Ms. Hallock has over 30 years experience working in all aspects of health care management, with 25 years of senior level management experience in the health care industry. In addition, she has worked as a health care consultant with health plans, hospitals, medical centers, and physician groups. Prior to the foundation of Innovative Care Management, Ms. Hallock served as a managed care consultant to numerous insurers, and hospitals throughout the country. She obtained her Bachelor of Science in Nursing from San Diego State University, and is additionally a Certified Case Manager.

Ed O'Mara, BA - Mr. O'Mara's background is one containing extensive executive management experience with strong profit/loss responsibility in the following industries: Information Technology Services, Telecommunications and Utilities. Mr. O'Mara has expertise in the following skill areas: Executive Leadership, Corporate Governance, Operational Efficiency, Sales, Marketing, Strategic Planning, Business Unit Operations, creation of new business ventures and merger/acquisition execution and management. Mr. O'Mara also serves on the Board of The Brian Henninger Foundation which raises money for children's charities and is a Director of the Evans Scholarship Fund in Oregon.

William J. Kane Jr., BA –Bill joined ICM's team as Executive Vice President of Business Development in 2007. Mr. Kane brought to ICM extensive management experience in operations, sales, and territorial development within the employee benefits arena. While focused on employee benefit sales for over 20 years, Bill's true strength is his ability in developing trust with clients and strategic partners alike.

In his current role, Bill is responsible for all Sales and Marketing efforts, as well as building and maintaining strategic partnerships with Third Party Administrators, StopLoss carriers, and consultants alike. Given ICM's extremely strong reputation for delivering exceptional Medical Management oversight in the Self Funded arena, Bill frequently finds himself discussing new opportunities in markets far distant from Portland, OR. Linda Murrish Lewis, MD – Linda Lewis became Innovative Care Management's in-house Medical Director in September 2006. As such, she provides oversight of all clinical quality, utilization, and case management services. Prior to joining ICM, Dr. Lewis practiced internal medicine for 9 years and most recently functioned as a preceptor for Legacy Internal Medicine Clinics. She is board certified in Internal Medicine. Dr. Lewis received a BS in Nutrition Science, from Purdue University in 1987, and earned her MD degree at Indiana University School of Medicine in 1991. She completed her residency at Emanuel Hospital and Health Center/Good Samaritan Hospital and Medical Center in 1994.

Marion Shipley, MPA:HA - Marion Shipley has been employed by ICM since 1995, was named Executive Vice-President in 2001 and was promoted to Chief Operations Officer in 2004. As such, she is responsible for directing internal operations, assisting the President and CEO in the development of long and short-term goals, overseeing the development and implementation of all ICM policies, and in the absence of the President and CEO, assuming all executive administrative duties. A key element of Ms. Shipley's responsibilities is the design, development, and implementation of ICM's core information system, iCare. Her skill in managing this database allows ICM to provide a wide range of customized information to our clients. Ms. Shipley received her undergraduate degree in Economics from Willamette University in 1993, and received her Masters of Public Administration specializing in Healthcare Administration from Portland State University in 1996.

Technology

ICM employs a variety of technologies and technology processes to deliver optimal healthcare management in the industry today.

iCare
iCare, ICM's proprietary customized healthcare management platform, houses and manages all client medical information. Designed to meet the requirements of managing and reporting healthcare related information, this platform has an ongoing development plan with new capabilities introduced through a scheduled release process. With its inherent speed, efficiency, and scalability, iCare allows ICM to deliver an excellent return on investment to our clients.

Security
ICM's security has a number of different components. All ICM servers are in a fully secured co-location facility. The company has deployed advanced firewall protection. Additionally, ICM is using the latest encryption technology to ensure total compliance with the requirements of protecting Protected Health Information (PHI) under HIPAA regulations.

Protection
ICM has remote and onsite network support for desktop workstations, laptops, and servers with proactive enterprise level network security solutions in place. 24/7 monitoring of all systems ensures optimum up-time and reliable access to your data.

Redundancy/Backup/Disaster Recovery The technology infrastructure has redundancy in the following areas:

  • Hard drives
  • Data/Voice transport
  • Power supply

The co-location facility is fully redundant, including network infrastructure, power, and cooling with 24/7 secure facilities access. Fault-tolerant SONET fiber ring delivers multiple Tier-1, T3 upstream connections.

ICM routinely backs up all data both on-site and off-site.

ICM has a complete disaster recovery plan in place that would allow for the company to be operational within 24 hours of a catastrophic event. This ensures that a continuum of services will be provided even in the most difficult of circumstances.
